(Dan Tri) - The Politburo has set a target that by 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits. From 2026, people will be able to have regular health check-ups or free screening once a year.
General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution 72 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
The Politburo emphasized that the protection, care and improvement of people's health has always received special attention from the Party and the State. However, this work still has limitations, inadequacies, difficulties and challenges.
From 2026, people will have regular health check-ups at least once a year
In response to urgent practical requirements, the Politburo emphasized that the work of protecting, caring for and improving people's health needs to be strongly changed in awareness and action; At the same time, comprehensive innovation with breakthrough solutions to aim at building a healthy Vietnam, where all people receive health care.
The Politburo's viewpoint is to pay attention to training and developing quality, balanced, ethical and competent health human resources, meeting the requirements, tasks and satisfaction of the people; having preferential policies and special treatment throughout the process from training, recruitment, use, promoting the capacity and strengths of the health staff.
The Politburo also thoroughly implemented a strong shift from the mindset of focusing on medical examination and treatment to proactive disease prevention, focusing on protecting, caring for, and improving comprehensive health, continuously throughout the life cycle.
According to the Politburo, it is necessary to correctly identify the position and role of preventive medicine, primary health care, and traditional medicine; focus on building, perfecting, and improving the capacity of preventive medicine, and the primary health care system to ensure early, remote, and grassroots disease prevention.
Setting the target for 2030, the Politburo stated that it is necessary to increase the average height of children and adolescents from 1 to 18 years old by at least 1.5cm; the average life expectancy reaches 75.5 years, of which the number of healthy years reaches at least 68 years.
Reducing the burden of disease and controlling risk factors affecting health is also the goal of the Politburo. Specifically, the vaccination rate of vaccines in the Essential Immunization Program reaches over 95%.
The Politburo emphasized that people have access to quality health services, aiming for comprehensive health care. From 2026, people will have regular health check-ups or free screening at least once a year, and will have an electronic health book to manage their health over their life cycle, gradually reducing the burden of medical costs.
“By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap,” the Politburo resolution stated.
Another important target is that 100% of commune-level health stations will be invested in facilities, medical equipment, and human resources according to their functions and tasks; by 2027, there will be at least 4-5 doctors. Increase the rate of medical examination and treatment covered by health insurance at commune-level health stations to over 20%.
By 2026, the health insurance coverage rate will reach over 95% of the population, by 2030, it will reach universal health insurance coverage; develop various types of health insurance.
With a vision to 2045, the Politburo set a target of people having an average life expectancy of over 80 years, of which the number of healthy years increased to over 71 years, the average stature, physical strength, and height of young people are equivalent to countries with the same level of development.
Each year, rotate and mobilize at least 1,000 doctors to commune-level health stations
Regarding tasks and solutions, the Politburo requires strong innovation in thinking and action in leadership, direction, and organization of the work of protecting, caring for, and improving people's health, perfecting institutions, focusing on improving the capacity of the health system, especially preventive medicine, grassroots health care, and promoting the strengths of traditional medicine.
The Politburo also emphasized the need to streamline and effectively organize the health system; continue to arrange and transfer a number of hospitals under the Ministry of Health to provincial management, the Ministry of Health manages a number of specialized, high-tech, leading hospitals to carry out the tasks of professional guidance, training high-quality human resources, scientific research, technology transfer...

The Politburo requires to improve and enhance the capacity of the preventive health system in a modern direction, with sufficient capacity to monitor, warn early, and control epidemics in a timely manner; improve the quality and effectiveness of grassroots health care.
In the period of 2025-2030, the Politburo requires localities to rotate, transfer, and mobilize at least 1,000 doctors to work for a limited time at commune-level health stations each year; supplement regular doctors at commune-level health stations, so that by 2030 there will be enough doctors according to their functions and tasks. Each commune-level health station is invested with enough basic medical equipment according to regulations.
Along with that, according to the Politburo, it is necessary to improve medical ethics, develop quality and synchronous medical human resources, meet patient satisfaction and international integration.
In particular, the Politburo thoroughly implemented preferential policies commensurate with the view that the medical profession is a special profession, requiring special training, use and treatment. Doctors, preventive medicine doctors, and pharmacists are ranked from level 2 of the recruited professional title.
According to the Politburo, it is necessary to implement special and outstanding preferential policies for medical staff directly working in the field at commune-level health stations and preventive medical facilities; increase the level of preferential allowances to at least 70% for those who regularly and directly work in medical profession at commune-level health stations and preventive medical facilities...
Another important solution is to promote health financial reform and effectively and sustainably develop health insurance policies. In particular, gradually implement the policy of exempting hospital fees, first of all for social policy beneficiaries, disadvantaged people, low-income people and some other priority subjects within the scope of health insurance benefits according to the roadmap.
