Russian pharmaceutical company Medsintez and VNVC Vaccine and Biologicals Factory signed a cooperation agreement on technology transfer for comprehensive production of biological drugs.
The signing ceremony took place on the evening of September 12, witnessed by Russian Minister of Health Mikhail Murashko and Vietnamese Minister of Health Dao Hong Lan. This is a step following the event of VNVC signing a comprehensive cooperation agreement with the Russian Direct Investment Fund (RDIF) in May.
According to the agreement, the two units will carry out cooperation activities in research and development, production, clinical trials of new drugs and new vaccines; distribution of high-quality pharmaceutical products of Medsintez in Vietnam and in the ASEAN region. The high-tech biological drugs that will be transferred for production include: Recombinant Albumin, Recombinant Insulin; disposable and reusable insulin pens, diabetes treatment drugs liraglutide, semaglutide; anticoagulant Heparin, antiviral Triazavirin, follicle stimulating hormone used in infertility treatment...

VNVC and Medsintez will also coordinate clinical research on the antiviral drug Triazavirin in the treatment of dengue fever, potentially contributing to improving the capacity to prevent dengue fever epidemics.
"It is expected that by the end of 2027, the VNVC Vaccine and Biological Factory will begin producing new-generation vaccines and advanced biological drugs from Russia and many countries around the world," said Mr. Ngo Chi Dung, Chairman of the Board of Directors and General Director of the VNVC Vaccine and Biological Factory.
Speaking at the event, Vietnamese Minister of Health Dao Hong Lan said that healthcare is a key area of cooperation, demonstrating the trust and special bond between Russia and Vietnam in training doctors, providing drugs, vaccines, modern techniques and building medical facilities. She hopes that cooperation between research institutes and high-tech medical centers between the two countries will open up many new opportunities, especially in cancer treatment as well as pharmaceutical production.
VNVC Vaccine Company currently owns a vaccination center system with nearly 240 facilities nationwide, serving tens of millions of doses of high-quality vaccines each year. VNVC's vaccine factory has started construction, when it is expected to supply hundreds of millions of doses of vaccines and biological products each year.
Previously, in May 2025, VNVC signed a cooperation agreement with partners with leading capabilities in the fields of biotechnology such as the Gamaleya National Research Center for Epidemiology and Microbiology, Binnopharm Pharmaceutical Group of Russia, to promote research, investment, technology transfer and trade of biological drugs, high-tech vaccines including mRNA vaccines for cancer treatment.
